Tēlnieka Kristapa Gulbja veidoto pieminekli “Svešo varai spītējot” paredzēts uzstādīt vietā, kurā 1963. gada 5. decembra rītā toreiz 22 gadus vecais Rīgas Aviācijas institūta students Bruno Javoišs 76 metrus augstajā radiotornī tieši pretī Rīgas pilsētas Galvenajai milicijas pārvaldei uzvilka neatkarīgās Latvijas sarkanbaltsarkano karogu. Saistībā ar gaidāmajiem padomju okupācijas svētkiem – PSRS Konstitūcijas dienu – tornī tajā dienā bija jāplīvo Latvijas PSR karogam, kuru Bruno Javoišs nomainīja pret neatkarīgās Latvijas simbolu. Bruno Javoiša protesta akts bija labi pamanīts notikums. Latvijas karogs Rīgas radiotornī plīvoja visu dienu, jo tā ātrai noņemšanai milicijas darbiniekiem nebija resursu. Par šo varonīgo rīcību Bruno Javoišs tika notiesāts un viņam tika piespriests ieslodzījums koncentrācijas nometnē Mordovijā uz 7 gadiem.
Latvijas Okupācijas muzejs un pieminekļa izveides iniciatīvas autori piemiņas vietai ir piešķīruši plašāku nozīmi. Muzeja direktore Solvita Vība: “Mēs vēlamies godināt visus, kas cīnījās pret padomju okupācijas režīmu, ziedojot savas dzīvības, pavadot ilgus dzīves gadus ieslodzījumā, pakļaujot sevi un savas ģimenes represijām un izstumtībai sabiedrībā.”
Solvita Vība uzsver, ka piemineklis būs veltīts gan varonīgiem bruņotās pretošanās dalībniekiem, gan visiem tiem, kas stājās pretī padomju okupācijas režīmam ar nevardarbīgās pretošanās metodēm – Latvijas karoga pacelšanu publiskās vietās, Latvijas svētku un piemiņas dienu atceri, sarkanbaltsarkano krāsu lietojumu dažādās akcijās, pagrīdes grupu veidošanu, atklātu PSRS politikas kritiku, pretpadomju uzsaukumu un skrejlapu izgatavošanu, nelegālas literatūras izplatīšanu, padomju varas simbolu iznīcināšanu, apelēšanu pie ārvalstu valdībām un sabiedriskās domas, okupācijas režīma nodarītā kaitējuma, represiju un cilvēktiesību pārkāpumu dokumentēšanu.
Mūsuprāt, šī pieminekļa uzstādīšanas iniciatīvas īstenošana ir svarīga tieši šobrīd, kad norisinās diskusijas par okupācijas laika pieminekļu demontāžu un publiski pat izskan viedokļi, ka padomju okupācijas laikā kolaborācija, sadarbība ar režīmu un pielāgošanās bija norma, kuru pieņēma praktiski visi. Mēs vēlamies uzsvērt, ka svešo varai spītēja ne viens, divi, daži desmiti vai simti cilvēki. Tie bija daudzi tūkstoši un, pateicoties šo drosmīgo cilvēku neatlaidībai un varonībai, padomju okupācijas režīmam vairāk kā 50 gadu laikā neizdevās noslāpēt neatkarīgas Latvijas valsts ideju.”
Par pieminekļa metu un tā izveidi Latvijas Okupācijas muzejs 2021. gadā veidoja publisku konkursu. Šajā konkursā uzvarēja tēlnieks Kristaps Gulbis ar metu “Svešo varai spītējot”, šobrīd tā izveide ir saskaņota atbildīgajās institūcijās. Pieminekļa izveidei un tā piegulošās teritorijas labiekārtošanai nepieciešamā summa ir 100 000 EUR.
Latvijas Okupācijas muzejs aicina ziedot šī pieminekļa izveidei un tā apkārtnes labiekārtošanai, ziedojot Muzejam ar norādi “Pieminekļa izveidei”. Ziedot ir iespējams Latvijas Okupācijas muzejā Latviešu strēlnieku laukumā 1 vai mājaslapā okupacijasmuzejs.lv norādītajiem rekvizītiem.
